God found fault with the customs of the Mosaic priesthood and the people. God did not find fault with His commandments.
Hebrews 8:3-5 confirms that only sacrificial laws are shadows. The Commandments do not fit the description of being faulty, because the Commandments have nothing to do with priestly duties, sacrifices, and offerings.
Hebrews 8:8 But God found fault with the people and said: “The days are coming, declares the Lord, when I will make a new covenant with the people of Israel and with the people of Judah.
Acts 6:14. 14 For we have heard him say that this Jesus of Nazareth will destroy this place and change the customs Moses handed down to us.”

There was a grace period between 30 AD and 70 AD. Paul was indeed telling the new converts that they did not need to be circumcised - according to the New Covenant. The purpose of fooling the Pharisees was to prevent conflict.
